If you list on the dot com site and allow international orders, then the buyer is responsible for paying any import/customs duties or fees.

However, if you use UPS the buyer may be faced with an outrageous fee from UPS just for collecting money from them (years ago is was $50 -- more now). The buyer might not object to paying the duties, but strongly objects (and rightly so) to paying the carrier a large sum for taking their money. UPS has also been known for insisting on the buyer paying even for items that fall below the value threshold for that country.

@Seller_Hi7wbO2Kbo6blis correct: if you list at Amazon USA (dot com), and ship it to another country, then buyer is responsible.

Amazon explains this in its policy to Customers here.

However, Amazon does not show this policy this to the customer at the checkout in most destinations. Technically, customer is liable because he/she accepted Amazon's terms and condition when the buyer account was opened. In reality, the buyer can simply say that there is nothing (duty/import taxes) was shown in the order, and he easily wins A-to-Z.

After he wins A-to-Z (if it's a expensive item), he will pay the duty and tax before you are able to retrieve the package and you will end up without the product and without the money. This is a well known scam that Amazon supports, unfortunately.

That's why we turned off international shipment options at Amazon a few years back.

Which is why I NEVER EVER chose to ship overseas... Send overseas, buyer won't pay duty, A to Z granted, pays duty, gets item for the price of the duty...

It is an Amazon scam to delight the customer.

You shouldn't use UPS for international. Their fees are outrageous and will greatly upset the customer. I wouldn't even use it for Hawaii, Alaska, or Puerto Rico.

We regularly ship to Canada and have opted to pay the duties. We set up our account with fed ex help. All clearance fees are waved and we are charged the duties, which are built into our pricing along with currency differential. We have very few problems. We don't ship to any other country
