How would this Low-inventory cost coverage fee (Pan-EU) effect items that were Out of Stock for a while (2-3 weeks ) and then we start replenishing back the inventory ?
Does it mean that we will get charged low inventory fee until we grow back the stock levels to above 28?

If it's been out of stock, its historical sales data will be lower, meaning that you'll need less stock to have more than 28 days worth of stock on hand.
It will actually make it less likely for you to be charged a Low Inventory Fee than if you immediately restocked it but with only a small amount of stock.

Regarding the Low-inventory cost coverage fee (Pan-EU), if your items were out of stock for 2-3 weeks and you start restocking, the fee applies if your historical days of supply remain below 28 days during this period.
Once your inventory maintains a historical days of supply of 28 days or more consistently, you'll stop incurring the fee, preventing stock-outs that trigger it.
