Ad budget used but no impressions

I am running 3 ads. 2 of them say I am already out of budget for the day but they show no impressions. How is that possible?

In the targeting section of campaign manager, the Active column shows all of my targets as active, but the Campaign Active Status shows all targets as paused. Is the status showing as paused because two of the ads are out of budget?

I have been selling on Amazon for 14 years and gave up trying to understand the ad campaigns enough to know what I need to do to improve performance. Amazon has never been any help.

I spent hours today making ad changes to try to get the performance back to where it once was. I don't recall running into these two things before.

Ensuring your campaign is optimized is a good first step, as is reading through content on optimizing budgets, setting up budget rules, and the difference between daily and lifetime budgets. This page focused on the out of budget notifications also mentions that "The information in your budget notification may not match what you see in the campaign manager. Budget notifications are an account alert, while the information displayed in the campaign manager reflects campaign reporting that may take additional time to process."

Finally, connecting with the Ads support team and/or using the diagnostic troubleshooter would be your next best step for troubleshooting any outstanding issues.
