The answer is that books do NOT get returned with Media Mail shipping -- they are generally returned using PRIORITY mail rates, so expect to see an adjustment to a higher price depending on the weight and distance shipped.
The BETTER question is why you want to lose money by only charging $3.99 when the current Media Mail rate is $4.63.
If you are selling on the Individual Plan and not doing enough (40 packages a month) to afford the Professional plan do yourself a favor and sell on eBay where you will have better support AND not have to pay $40 to set your own shipping rates.
Why anyone selling books is still on here if they are not on the Pro plan is one of the great mysteries of the universe.

You don't really need to charge more for shipping in the separate charge; you just build it into your pricing. Personal choice (you just have to be aware of ALL of the costs, regardless of how you recoup them)
Oh, and BPM beats MM by a considerable margin. Use it while it's still around!

Amazon provides buyers with prepaid return shipping labels on your behalf through Buy Shipping services. These labels are issued for USPS Ground Advantage for most items under one pound and UPS Ground for items 1-150 pounds.
The suggestion to provide the option for Media Mail prepaid returns has been shared with our returns team. However: USPS does not offer media Mail as a shipping service that is available as part of the USPS returns program.

Why because Amazon does not offer return postage from USPS. What Amazon should do is provide all carriers that are available for shipping on their "buy shipping" for returns. Do that the return shipping could be noted via tracking on order.
I ask my customers to bring package to post office and say ship media mail. Once return is received, return postage to customer. dapbooks

Yep. We're using Veeqo for a lot of Ebay sales, especially since we sell a lot of items that qualify for BPM but not MM, due to advertising. Makes a HUGE difference.

I'll admit, it took me a LONG time to find the resources to indicate that it was okay for books; I likewise used MM until I was sure.

LOL! Thankfully, it was the spousal unit who dealt with all of this, so I don't know what you went through. But glad to know that it worked out for you.
For us, the savings on books on eBay and other sites is nice, but we sell a LOT of Playbills and auction catalogs that are not allowed for MM but fine for BPM (due to advertising), and the significant reduction from paying Priority rates has allowed us to lower our prices just a bit that sales have really jumped.
I just wish we had made the change earlier, but like you, I feel it hard to trust Amazon when I don't have to.
OTOH, we got bit by the the recycled tracking numbers that seemed to be an Amazon issue a month or so ago; very weird, but even with that, still ahead.

you charge and customer pays $3.99 but the USPS charges what they want for media mail or bound printed material. BUT when the book is returned it is returned using UPS and that is a whole other animal. Why they do it that way must have something to do with an arrangement with Amazon and UPS

You probably use media mail to ship and Amazon uses UPS for returns. They have a contract with UPS to charge sellers more for this return service such as "! charge $3.99 for shipping for a book, but returns cost $6.29."
Generally books are shipped by media mail. 3.99 is no longer a correct rate and I am not sure why sellers use this rate. Typically books ship for $4.63 to 6,7 or 8 dollars or more.
I set my shipping template to read
- Shipping fee
- $3.63 per order +
- $1.00 per Lb.
This sets the shipping so that the correct amount is paid per Amazon weight for an item. It allows total flexibility with much hassle. If it is a small book it may actually ship for 4.03 while a big fat book may ship for 8 dollars.
Be aware this is sometimes incorrect. If you are sending out a book "set" of 35 books and amazon says the shipping amount is 4.63 it is wrong. 4.63 for 1 book may be correct but not for 35 books. Generally is is the correct amount however.
Exception: I sometimes set the shipping for free after using the above template. Then if I go back to paid shipping for some reason the shipping amount reverts to my original amount. About 10% of the time the new shipping amount is slightly different - usually a bit higher.
Also be aware that the media mail shipping may go up in the next few months as the new gov't regime takes over the post office. We will all need to pass it on to buyers or eat the loss.
